Ms. Kelly CHENG Hui-kiu
Ms. Kelly Cheng was called to the Hong Kong Bar in 2020 upon her graduation from the University of Hong Kong. She is developing a broad civil and criminal practice. Prior to joining private practice, Ms. Cheng served as a Legal Trainee (Barrister) in the Civil Division and the Prosecutions Division at the Department of Justice, and subsequently as a Public Prosecutor, where she worked on public law and criminal cases. Ms. Cheng is also a Guangdong-Hong Kong-Macao Greater Bay Area Lawyer and an Accredited Mediator.
Going beyond her formal professional duties, Ms. Cheng has extensive experience in youth and volunteer development. She is the Chairperson of the Sir Edward Youde Scholars Association, a member of the District Youth Community Building Committee (Central and Western), a member of three Appeal Boards, namely those on Hotel and Guesthouse Accommodation, Clubs (Safety of Premises) and Bedspace Apartments. She is also an adjudicator of the Registration of Persons Tribunal.
Register of Member's Interests
The Competition Ordinance and the Rules of Procedure of the Commission require that a member of the Commission, or a member of a committee of the Commission, must disclose to the Commission any interest that the member has which is of a class or description determined by the Commission. The Competition Ordinance and the Rules of Procedure also provide that the Commission is to establish and maintain a register relating to any such disclosed interests which it must make available for inspection through the Internet.
The purpose of maintaining and publishing a register of interests is not specified in the Competition Ordinance. Nonetheless, the Commission infers that the purpose is to enhance transparency and to ensure objectivity, fairness and public confidence in the decision-making of the Commission.
