Ms. Winnie Tung is a highly experienced banking professional with over 30 years of distinguished service in SME and retail banking across Hong Kong and Chinese Mainland. She brings deep expertise in business leadership, regulatory engagement and cross-border banking, supported by a consistent track record in driving business growth and supporting the development of the SME sector. Her career reflects strong strategic execution as well as the ability to operate effectively across diverse and evolving market environments.

Ms. Tung most recently served as Managing Director and Head of SME Banking at Standard Chartered Bank (Hong Kong), where she led a substantial business portfolio and played a central role in advancing the bank’s SME banking platform. In this capacity, she worked closely with internal and external stakeholders to enhance customer propositions, strengthen credit processes and frameworks, and address the evolving financing needs of SMEs while maintaining sound risk governance and operational discipline.

She has extensive experience engaging with regulators, industry bodies and policy platforms. Ms. Tung actively contributed to the SME Lending Coordination Mechanism and the Taskforce on SME Lending, and served two terms as Chairman of the Hong Kong Association of Banks (HKAB) Commercial Banking Committee and two terms as Chairman of the Cross Border Credit Referencing Committee, where she supported industry-wide dialogue on cross-border credit frameworks and SME-related initiatives.

Earlier in her career, Ms. Tung held senior leadership roles at Standard Chartered Bank (China), overseeing Business Clients and Client Acquisition across multiple regions. During this period, she operated within a complex regulatory landscape while maintaining close and ongoing engagement with local regulators, government bodies and SME associations. She also contributed to strengthening collaboration between Hong Kong and Mainland teams, supporting cross-border client coverage and connectivity within the bank’s regional network, including Southeast Asia and initiatives related to the Greater Bay Area.

The Competition Ordinance and the Rules of Procedure of the Commission require that a member of the Commission, or a member of a committee of the Commission, must disclose to the Commission any interest that the member has which is of a class or description determined by the Commission. The Competition Ordinance and the Rules of Procedure also provide that the Commission is to establish and maintain a register relating to any such disclosed interests which it must make available for inspection through the Internet.

The purpose of maintaining and publishing a register of interests is not specified in the Competition Ordinance. Nonetheless, the Commission infers that the purpose is to enhance transparency and to ensure objectivity, fairness and public confidence in the decision-making of the Commission.
