Current Status The Parties in this matter offered commitments under section 60 of the Ordinance to resolve the Commission’s concerns about a possible contravention of the First Conduct Rule.

On 31 March 2020, the Commission published a notice of its proposal to accept the proposed commitments and invited interested parties to submit representations. The consultation on the proposed commitments ended on 23 April 2020. The Commission received the three representations above within this deadline.

Having carefully considered the representations received, the Commission considered the commitments from the Parties, with two modifications to each set of commitments following the consultation, to be appropriate to address its competition concerns.

On 13 May 2020, the Commission therefore published a notice indicating its acceptance of the commitments from the Parties. The commitments became effective from this date.
